After a long search for winter fleece school pants finally found them at Uniform Australia. Chat  customer service was very helpful.

Workmanship is very good has side pockets and a back Velcro closure pocket, length was just perfect nice straight legged and elastic with draw string waist. Fabric was thick, and warm fleecy. The only complaint is that after a few washes a little lint appear in some areas.
